Replace de Wipers Motor, is damaged; I recommend a junk yard, should be around $50. If works in a regular speed and not correct stop position, fuse are OK; some gears (inside motor) are damaged.
Good look.

SOURCE: front wipers stopped working but you can hear the motor run also

If the wipers were buried under snow/ice or frozen to the windshield, you may have blown the red 10 amp fuse located in cavity 9 in the fuse block located on the bottom left side of the instrument panel near the parking brake pedal.
In order of easiest to check:
1) ensure wipers not frozen to windshield.
2) ensure wiper arms are not loose on the pivot stud,
3) check the red 10 amp fuse.
You stated that "you can hear the motor". Which motor do you hear? The engine or the wiper motor?
If you hear the wiper motor, then the fuse is alright. Try 1) and 2) above.

It is on the firewall under the hood. It has 3 to 4 bolts holding on. Be careful when taking it out to see how the new one lines back up. Hope it helps.

SOURCE: I have a 1997 Dodge grand caravan. Wipers go on with switch off

It's the body control module. I had the same thing happen with my caravan. It eventually evolved into the following problems no interior lights or chimes, no remote mirrors, dash lights and instrumentation goes out and ABS light comes on, no lighted vanity mirrors, blinking recirc & a/c buttons, no high beams. THe dealer said a BCM would be $700.00 with exchange otherwise w/o exchange 1200. I found one online - ebay. BE CAREFUl...if you don't have security on your vehicle DO NOT buy a unit that has the security feature..your vehicle will not run if you install this. match the part number off of your unit but also match the features.

The wipers will not return to the off position when they are turned off.

There is a parking mechanism inside of the motor to return the wipers to their 'parked' position. I don't believe you can get the parts for it seperately from the motor assembly. You can take off the motor and see if you can get the mechanism apart and fix it yourself if not, you will need a new motor unless you can live with timing the wipers when you shut them off.

This is an old but very current problem also. I just replace my second 97 caravan motor in 6 months because of severe grinding noise and it was the motor both times. I got another re-mfg replacement motor last week and it is totally quiet.
Before you install the crank arm on the motor you operate the wiper switch in all positions to check that the computer is running it intermittently, slow and fast etc. that it and shuts it off at the same position every time. That shut off position is park.
Unplug the external motor connector or fuses. Now push the mechanism arms fully to the right and install the crank arm at two o'clock on the motor shaft, which gives you just enough room to install the hold down nut. Hold one of the metal bars so you don't turn the motor during tightening the nut.
Now reconnect the power plug and test the operation. The motor should shut off with the right end arms fully extended, which, when connected with the blade arm, will make them stop at the bottom of the windshield. Install the driver side wiper arm slightly above level and the left arm 4 inches below that. Don't power tighten yet. Test the operation. If they hit each other adjust one or the other away. This works for most all wiper adjustments. When you get everything looking right and sweeping the full window and not the body. Start tightening and putting every thing back together.
Also clean out the wiper pan and the two drain hoses. The hoses can be pulled loose below the pan. LOL

Wipers do not work in intermittent position. They do work in low and high speeds but do not automatically return to the park position. They stop wherever you turn the switch off.

i belive that your wiper switch has gone out on the intermittent side. this is a very common problem.
I hope this helps you
