Crack in tailgate panel below glass. can this panel be replaced without replacing the glass and where can I get it?

Take it to a Lincoln dealer. The Lincoln body has a longer warranty than most cars. Your liftgate may not be made of metal, but the through and through failure warranty from Rust could be questionable enough to cover it.
