I had the same problem on my car. I found it's a short to ground on the wiper motor making the fast wiper run all the time the key is on.
To fix it i just cut the fast wire now I use only the slow speed and intermittent and wash.

A known problem with GM wiper motors were the circuit boards which may be replaced seperate on some models. also would cause what we call a park issue meaning not stopping at bottom of the windshield. hope this helps.

This sounds like the park circuit is shorted.

Sounds like possibly the R/S armis loose or stripped . Also check linkage. With car and wipers off, carefully attempt to manually move R/S wiper arm. There should be little or no movement.

If you raise your hood and look at your wiper motor on the fire wall there is ablack plastic cover over the motor remove that and you will see a chip board that is replacable its usually around $20 or so, which is cheap way to find out if your wiper switch or multifunction switch is bad, since they arwe far more expensive! if the board does not solve your problem then suspect multifunction switch!
