Thats because they use a combination flasher for the hazzards and turn,here is the location and a diagram have a good day DB
The combination flasher is located in the Junction Block (JB) behind the fuse access panel on the left outboard end of the instrument panel.

read your owners manual, go to the back of the book and then look for fuses, go to page and the book should tell you every thing you need to know

HI. Click here to view a troubleshooting page, that will help isolate the issue. The likely culprit will be the Flasher.

The flasher unit can be found under the dash panel attached to a bracket on the right side steering column opening reinforcement. On some models, the flasher plugs into the fuse panel.

The flasher can be removed by pressing the plastic retaining clip and pulling straight rearward. Align the new flasher housing with bracket and push forward until it snaps into the bracket

The mounting of the fuse panel is either on the left side of the passenger compartment, under the dash, on the side kick panel or on the firewall to the left of the steering column. Certain models will have the fuse panel exposed while other models will have it covered with a removable trim cover.

SOURCE: on my 79 pontiac bonneville all lights work except

10 to one the tail light fuse is blown, pull the fuse marked tail lights, you will be able to see if it is blown.

take out the plastic panel on the drivers side in the cargo area. tucked inside the body where the taillight wiring is you will find about 6 to 8 wiring plugs. disconect all of them (dont forget to mark them as you disconnect each one. put in a new fuse and turn on the ignition. start connecting them one by one, you will hear the fuse blow when you connect the one thats bad. it should be either the rear window defroster or the rear wiper. it may sound like a lot of work, but it's pretty simple. hope that works it did for me.

Access your fuse box and check the fuse labled- rear tail lgts,turn sgns, that fuse is blown, replace the fuse with the same value fuse, while your under there, on the fuse box or next to it you'll find 2 round plug in components, about the size of a Marshmellow, one of these is your flasher unit and the other is for your turn signals, replace both of these, even though one may work, it's just good sense to replace both, that shoud fix your rear lighting problem. good luck.....

Instrument panel not working at all - all signals work o.k. , brakes, turn, etc.

check the igntion off draw fuse if it is blown or not fully seated in the fuse block it can cause this
