Find the dead short after the fuse and fix it
Looks like the ballast has gone if it blows the fuse, or there is a short in the wring, remove the plug to the ballast and try fuse again if it does not blow when on then its the ballast. if the seal on the unit is damaged in any way water can damage the inside.

I would have the complete headlight circuit checked out by a competent tech before buying more bulbs.

Bulb can be replaced. You can buy at Walmart or your local parts store. I recommend replacing both. They are rated for the same amount of run hours and will usually fail within the same month.

if they are near the bottom of the bumper the only way is take the lower shield off and drop the lt and rt splash shields

To change the headlight bulbs, you will need to remove the wheel liner cover to gain access to the back of the headlamp assemblies. Then you can pull off the screw cap / cover that seals the bulb into the headlamp assembly for the bulb you want to change. Once the cap is off, you will need to disconnect the harness from the back of the bulb. With the harness off, you will then need to either twist a black lock ring to release the bulb, or you will need to push on a metal lever to release the bulb (this varies on models and high and low beams).
Install in the reverse order....
