Previously, Fuel Gauge would stick in place even when fuel was added, until driving on an incline, then would move & work correctly. Fuel pump recently went out, had mechanic replace it. Since replacing fuel pump, gauge has been stuck at 1/4 tank at all times. Inquired with mechanic that replaced fuel pump, he suggested it's probably the gauge itself. Tired of guessing... suggestions?
The most common way to find out is to test both components.
The sending unit in most vehicles grounds the gauge on the dash.
You would unplug the sending unit - pump harness at the tank and ground the sending unit wire. If the gauge climbs up to full the sending unit is at fault.
You could also measure resistance in the circuit in the tank when the tank is close to empty and after filling it up. The resistance should be different each time.

if you replaced the tank and all i assume you didnt change the fuel pump. if you dint then all thats wrong is that the float on the fuel pump is gas logged and will move more than if you had put in a new pump thus the fluctuation in the guage.

the fuel level sending unit has been incorporated into the fuel pump assembly.
the fuel pump is most likely your problem, these pumps dont like fuel additives so be careful.
most common problem with these fuel gauges is the sending unit, the sender contacts will errode over time fuel additives seem to speed the process.

if the fuel pump is all in-tank; the sending unit built in to the fuel pump is most likely malfunctioning; if so, this will require removal and replacement of the entire fuel pump, sometimes expensive, others not so much
