Have a viper alarm installed and a factory installed, now the read light stays on and it wont start, mechanic said he just cant disconnect the factory installed alarm, is this true??

To arm content theft alarm. 1. Open the door. 2. Lock the door with the power door lock switch or the remote keyless entry transmitter. The SECURITY light should flash. 3. Close all doors. The SECURITY light should go off after approximately 30 seconds. The alarm is not armed until the SECURITY light goes off.
If a locked door is opened without the key or the remote keyless entry transmitter, the alarm will go off. The headlamps and parking lamps will flash for two minutes, and the horn will sound for 30 seconds, then will turn off to save the battery power.
I would check every single fuse in the car. Blown fuses can cause weird issues like this. While the initial issue with the mechanic does sound like an alarm problem....the rest does not unless the shop that installed it really butchered the job.
u seem to hav a computer/module system issue--get a data stream run that shows values so a good tech can decyfer-need factory gear not a 20dollar scanner--stay away from dealers-------1st tho try anothr remote or changn batts--or even disconnect car batt fora minute
depending on your alarm which it sounds like a viper model maybe? on my 02 you have to incorporate a factory alarm bypass module in order to be able to start the truck, they run about 100.00 bucks and have to be profssionally installed. The truck wont start because the computer isnt recieving the proper starting sequence due to the factory alarm
You need to first look under the drivers side dash area near the hood release/fuse panel area and see if there is a valet switch. The switch will look like a little toggle or a push switch. After you locate it, turn the ignition switch to the on position(dont start it) and flick the valet to the opposite position it is in now. If done correctly in most cases the red system light will stay a constant instead of off or blinking indicating you are in valet mode. Next try to start the engine. If this doesnt work you need to remove the alarm system and repair the ignition switch wiring or replace the electrical portion of the ignition switch. The aftermarket alarm cuts into the ignition switch wires and bypasses the start circuit through the alarm module. When disarmed the alarm completes the circuit and allows the car to start.
