Your owner manual will tell you.

here is for 96 tracer. don't have 89 but suspect same place in trunk.

In the event of a collision, the electrical contacts in the IFS switch open and the fuel pump (9350) automatically shuts off. The fuel pump will shut off even if the engine (6007) does not stop running. The engine, however, will stop a few seconds after the fuel pump stops. It is not possible to restart the engine until the IFS switch is manually reset. The IFS switch is located on the RH side of the luggage compartment. Access is gained through a hole in the luggage compartment back lower trim cover (40374).

To reset the IFS switch, depress the button on top of the IFS switch.

One of two places. Look in trunk bolted to fender well, you will have to pull back carpet. OR On passenger side kick panel under dash. Basiclly if you were sitting in pass seat it would be right next your right foot again pull back carpet.
either place the switch will be a push/reset button.

SOURCE: fuel cut off switch for 1990/91 ford escort 1.9

The "inertia switch" which shuts off fuel to the engine in the event of a collision or jolt on a 1991 through 1996 models, as well as on 1998 coupes, is located in the rear of the vehicle, near the right (passenger's side) strut tower. On sedan and coupe models, open the trunk and remove the right-sided trim panel. On sedan and coupe models, open the trunk and remove the right-side trim panel. On hatchback and wagon models, there may be an access door secured by clips. On some models you may need to remove the lower quarter trim panel on the right side, however it is easier to cut an access hole directly above the switch.

SOURCE: '96 f150,4.9 six,dual fuel tanks,replaced front

Both tanks have their own pumps in it, one doesn't have to be working for the other to work. The fuel cut off switch is on the passenger side kick panel (where the front passengers right foot would rest). I'm not 100% sure where the relay is located on your truck but i think it is in the under hood fuse block. Are you sure it's a fuel delivery issue? Have you checked fuel pressure? Are you getting spark? Do you hear the fuel pump come on? If you've determined it is a fuel delivery problem and can't hear the pump turn on, using a digital voltmeter measure the voltage between the two thicker wires on the fuel pump connector. You should have battery voltage for a few seconds after the key is turned on and while cranking. If you don't, check the black wire for a good ground with an ohmmeter. If that's good you'll have to start tracing the power wire back and determine the fault.

My fule cut off light is on and my car won't start

The inertia switch in the trunk cuts the fuel pump off in a wreck or if you hit a major bump in the road. The button should be in for the switch to be on.
When you say fuel cut off light, are you saying the low fuel light ?
That light means the gas tank is almost empty. If the tank is half full, the sending unit may be faulty.
If you know for a fact the pump is not running when you turn the key on, pull the pump relay which is in the engine compartment and check for voltage. You may need a shop manual or repair book to get the wiring diagram and test procedure.
The other solutions you see on this screen are suggested by the website and may not relate to your problem.

Have fuel to the injectors, but the car will not run or start, have plenty of starter, with the fuel cut out light on. The fuel off switch has been reset and it still doesn't run--what is wrong

spray quick start, if it starts you need a fuel pump. If it doesnt you will need it diaged because several things can cause a no start in the ignition system

1994 Tracer

usually a surefire way to check the problem is first check the fuel pump relay.when you turn the key you should hear the relay click(they are located underneath the center console on the passengerside) if the relays are good, then check the fuel shutoff switch to see if it was triggered(this is located on the passenger side in the rear wheel housing, there is a little pull off panel and it's marked.press the reset button on top if it's tripped. If you still have a problem the othere things to check are the firing of the plugs if there is fire your fuel pump is bad,if not you eithere have a bad coil pack or a timing belt issue
