I have a 93 Lexus LS 400 and the RPM gauge does not work, the speedometer only works some of the time. At times it is hard to turn the wheel if I am backing out or pulling in somewhere. Also there is a read warning light that stays on, it is a circle and it has dashed on either side and there is an orange light that looks like the top of the state capital (to me) that goes on and off. Can someone help?

check for a blown fuse in the fuse panel and if its not that pull the gauge cluster out of the dash and check the power and ground going to it cause most of the time its a bad ground wire or power wire cause people tend to kick wires under the dash on accident or they get worn or come apart
I would either go to a shop or buy a Infrared Thermometer and check the temp of the radiator and the upper radiator housing temp, that's a nice car and expensive to repair, but to blow the engine it would be worth nothing
fuel gauge don't work sound like the fuel sending sensor is bad ,and the speedometer check your fuses under hood ,also check that the speedometer cable is not loose from transmission
