Not sure on an s10 but it should be close to the same position as a full size truck. Should be in the engine compartment, drivers side on top of the motor on the fuel rail. Held in by a snap ring or a c ring. When you buy your part, ask the salesman and they should be able to tell you for sure.

The fuel pressure regulator is under the upper manifold assembly. disconect battery remove manifold release the fuel pressure, remove the fuel pressure regulator snap ring retainer the regulator assembly and the O-rings.

The fuel pressure regulator is located under the upper intake plenumn. (The black plastic cover that sits on top of the intake manifold)
After removing this upper intake, the regulator will be on the back side of the fuel injector inlet housing.

Sits inside the throttle body, you would have to open to install regulator. Also check your fuel filter make sure it's not clog, fuel filter is under truck on fram rail, while your there do a fuel pressure test, with a fuel pressure tester, should have 13psi.
