check for faulty signal light flasher located under L/S dash. Separate flasher for hazard lights and signal lights.
SOURCE: how do you change tail lights on 1998 Buick Park Avenue?
open trunk lid inside there will be 5 or 6 large plastic thumb screws remove them and either 1/2 or the whole assy will come out, you'll have to remove wires on assy to replace lamps

Check your fuses underneath the drivers side steering wheel. Flip the plastic cover over and there will be a diagram showing the fuse that controls the taillights/stoplamp. Pull the fuse out and replace it with the same number fuse and your taillights and brake lights will work again. If the fuses are ok, pull each taillight bulb out and replace it with a new bulb. Sometimes when one light bulb fails, all of them will fail.

Take it back to them, don't let them guess what the problem is, hell a shade tree mechanic can do that, and don't pay them anymore money, fix it right. running a wire means there is a broken, shorted, grounded wire, for $500, I would be pissed.

Front and rear turn signals and flasher's both work and so do the brake lights. dash lights are all operational and the headlights are working as well
