Only one electric window works on 98 LINCOLN tOWN CAR? What to do?

Fuse relay box is usually under the dash on the driver's side. The underside of the cover for the box will have description of what each fuse operates. Also, Ford Motor Vehicles are notorious for bands lift the windows up and down on the tracks. They are made of nylon. Age and weather causes them to become brittle and they break. They are inexpensive but difficult to replace. Door panels have to come off. I hope this helps.
