Reach down and release the parking brake at the same time pull up on the parking brake pedal. Sometimes the pedal gets bumped just enough to engage the switch indicating the brake is engaged.
Your car should have an E-brake engage/release lever. Please inspect the push button on the end of the lever. Does the button depress and release correctly? My guess is that the lever needs to be repaired or replaced. Maybe the internal spring has broke and the button wont release. If the button doesn't release, the ratchet wont engage. check your transmission fluid level with the engine running and the gear in neutral. be sure to engage the parking brake. that model also requires a special fluid or a friction modifier (additive).
Look under the dash by the parking brake and try to see if any wires are being moved or chafed by the parking brake linkages. That is what I have found in the past.
Do you mean it won't hold very well or it just won't hold at all? If it won't hold at all, and there seems to be no resistance when you engage the parking brake, then the cable is possibly broken, depending on where you live. Northern states aren't very kind to metal due to the winter season, water and salt. If it won't hold very well, it just needs to be adjusted manually. Even so-called self-adjusting parking brakes seem to need manual adjustments every now and then (speaking from experience with my pickup).
