Hello, the system will have to be scanned for trouble codes to what the problem is for sure. but most likely it is a wire that has rubbed thru on the back of steering wheel. this wire is from the sir coil to the air bag itself. you need to to get this looked at as soon as possible. this is a safety related concern. air bag systems should be repaired by a tech
There is a plastic piece inside the steering column that will automatically turn the turn signals off when the steering wheel is turned back to 'straight ahead'. This plastic piece can break, and if it does, they can only be turned off manually, as you are doing. I have not worked on anything as new as your cobalt to repair this, but on older cars it involves removing the steering wheel and turn signal assembly. You must also deal with the air bag. Don't attempt this repair unless you have a manual to follow to disarm the air bag and properly remove the steering wheel and other components.
