1999 Chevy Blazer=the emergency brake foot pedal does not "catch" when pushed down,it returns to the original position, further, the rear brakes are constantly engaged.
This is causing dragging and wearing the pads down fast. How do I release the pressure on the rear brakes and repair the foot pedal?

Are you talking about the Foot Pedal Assembly?
Has a couple of bolts attaching it to bottom of dash and the cable running to the rear brakes. Hardest part might be unhooking the cable.
Most parking brake pedals work with a dog and pawl , much like a row of saw type teeth that have a small pivoting stop which catches in the teeth to lock down the pedal. If the pivot does not fully engage to teeth because of dirt or rust the pedal will return to its original position. This may also happen if the release cable in not fully returning. You can try pushing on the release handle rather than pulling and see if your pedal now locks in place. You can lube these parts with a can of spray lithium grease but be sure to protect your carpet and pedals so they do not get stained or become slippery. Mask areas off with newspaper or cardboard. Work the pedal and release cable a few times. It will usually free up any binding parts. I hope this helps!
i would check the pedal itself, then pull the drums and try adjusting the brakes, if you havent done this in a while to clean and adjust them you might be better off replacing the shoes, all springs and adjusting them till the drum just starts to drag and rechecking the ebrake, if this doesn't help you will probably need e brake cables and possibly a pedal assembly if it is binding
has to be air,try bleeding without the brake pedal,just open the bleeders and let gravity run the fluid out,takes awhile but works. (master cyl.cover off )
Sounds like you have a bad multiple function turn signal switch.
A couple things to try
With your foot pressing on the brake pedal, Press the four way flasher button up and down, press and hold it down, pull up on it, or wiggle it. If the brake lights come on during any one of those replace the switch.
With the key in the run position pull, push, the turn signal lever slightly. If the turn signal or brake lights start to work replace the switch.
Let me know if none of those work, they usually do, and I'll get you some more in depth diagnostic info.
All you can do is try some wd40 on it and try to work it free, if it won't go, then a new caliper is needed. To bleed the brakes, locate the bleed nipple on the caliper, get someone to sit in the car, then when you open the nipple (just crack it), get the person to push the brake pedal down and hold it down. Then close the nipple and release the pedal, repeat this process on both calipers until the pedal becomes right. Becareful when the pedal is pressed that you don't get covered in brake fluid, try and catch it in a container as it is lethal stuff.
The parking brake actuator (the mechanism you press with your foot) works like a ratchet wrench. The pedal has a cresent shaped plate with teeth on it. It pivots on a mounting plate. There is a pawl with a small spring also on the backing plate. This pawl engages the teeth on the pedal assembly to hold the brake engaged (against the large return spring). Stick your head under the dash and look carefully at the parking brake actuator mechanism. See why the pawl is not engaging the teeth on the pedal assembly. Most likely causes are that the release mechanism is jammed "on" or that the light spring which attaches to the pawl is missing (usually from being kicked by some one with large feet) View this mechanism on another GM vehicle with the same style parking brake if you suspect that parts are missing.
