Kia stalled while driving?

2000 kia sportage 2.0 was driving into town and stopped at the store,as we wre pulling up in front of the store my sister tells me it was getting difficult to turn left or right as we pulled to a stop. after leaving the store it was again difficult to steer until we picked up speed,as we went got back on the highway not even maybe 5 or 10 minutes the car just died out while driving.pulelled to the side of the road attempted to start the car but it wouldnt turnover just made a whining noise???thinking maybe the starter or the alternator???help please!!!also where is the starter located at???
