Did you have it checked for DTC'S - diagnostic trouble codes ? The cooling fans are controlled by the PCM - engine computer , with the use of three relays ,located in the under hood electrical center . Do you know how to do electrical testing ? Relay Driven Dual Cooling Fan Diagnostics Looking at wiring diagrams i don't see any connection between the brakes an cooling fans . Checking for DTC'S an doing electrical testing of control circuits from the PCM , Power circuits from the fuse / relay box . Checking grounds an pulling relays ,check for corrosion .
Which one ? your van has three cooling fan relays an two fans ! The relays are located in the under hood fuse box # 9, 10 , 12 ! Relay Driven Dual Cooling Fan Diagnostics
Did you check the fan relays ? There are two, cooling low relay an cooling fan high relay . The relays are turned on by the vehicles PCM - engine computer , when an input from the coolant temp. sensor indicates a certain temperature ! When you turn on your A/C the cooling fan should turn on an stay on . Relay Box

Do you know how to test a computer controlled relay ? Go to you tube an search relay testing . Does the temp. gauge work correctly ? I know you probably don't have a factory scan tool , but this is the where I would start , checking temp. sensor input to the PCM . An with a factory scan tool I can do bidirectional testing , see if I could turn the fans on will scan tool .
Do they stay on all the time? By the radiator on the driver sideon the vehicles frame there is a little square box this is the cooling fan relay they are known for staying latched and keeping the fan running constantly. It's attached to the frame by to small bolts.
It is mounted on the frame of the van, behind and kind of underneath the air filter box. Remove the air intake hose, the filter box cover, the filter and the filter box. You will see the relay
The SSFR (Solid State Fan Relay)Cooling fan relay is located on the left
front inner frame just behind the radiator.
The radiator coolant fan relay is located on the inside front of the
engine compartment near the left headlight assembly. You have to remove
the air filter assembly, then look for a simple square relay with 4
wires running into it. It is mounted with 2 screws. It is the only relay
at that location. If it has burned, you will need to replace the
pigtail wiring harness.
Remove the air box beside the battery a 10 mm bolt and the relay is a
four prong square box bolted on the frame with two 8mm bolts.
are the cooling fans working?have seen cooling fan relay problems with these vehicles..located under left headlamp..riveted in place..remove 2 bolts on top of headlamp and 2 nuts behind near air cleaner top housing..pin 4 of connector has battery power on it..pin 1 is ground..pin 3 is output..jump pins 3 and 4..fans should run..if they do,most likely relay is bad..but make sure fans are coming on first..let me know
these are separate problems. You have a black fuse and relay box under the hood by the battery. There are 3 cooling fan relays in that box. 1 for low speed fan, 2 for high speed fan. You also have a fuel pump relay there.
First I would check and clean the positive battery post connection. It has 2 smaller wires that go to all the accessories. The big one is for the starter. I probably would buy a new termianl end and replace it.
