First check alt At The Back of Alt Big Red Wire Were hooks to Post (stud) Do you have voltage ?? How Much??
What Voltage do you have at same Place with Engine Running ??
Now At wires Were they plug into Alt ,Top. Wires in White Plastic Clip, Do You Have Powe With Key On ?? How Much Voltage??
Jump across the 2 in the clip (with Engine Running)ONLY TEMPORARY!! Do You Have Voltage at Battery ?? How Much??
If Over 13volts With Clip On (Jumped) You Need A Internal Voltage Regulator ..
Is Batt Light On on Dash ??? Theres A Lot Of Testing You Can Do !!! And I will Need More Infomation to Keep Going ... These are just some Possible Problems No Way In Depth ...
Could Be a Number of things Or May be Just as Simple As a Blown Fuse, Dirty Batt Cables ETC etc etc I Hope It Puts You On The Right track !!!!!!!!!!

if this is an older car than what you need to do is look under the dash at the back of the ignition. it should have a plug on the back of it. remove that plug, there should be what looks to be like a washer around the unti itsself it is actually a screw that holds the ignition tight to the dash... unsrew that and remove the ignition from the front.. out torwards the driver seat. than install the new one.

In your Intrigue to use the New Passcode sensor .
You need to program the new Passcode to the ECM. of the Vehicle.
This is a prosses that involve around 30 minutes maybe a little more.
Remove the old Ignition switch.
Install the new Ignition switch. with the new Passlock sensor.
Turn the key to on position and try to start a few senconds. them leave the key on run position.
For 10 minutes and NOT more than 11 minutes.
Them turn the key to OFF position for exactly 30 seconds.
Them turn the key to Run position 10 minutes or 11.
them turn back the key to OFF position for 30 seconds.
Them turn the key to Run position 10 minutes or 11,
Turn the key to OFF position and wait 1 minute, them try to start the vehicle.
If the car start you are DONE.
But if Not Letme know to give you more information.

Step1 Disconnect the negative battery cable from the terminal on the battery. Remove the upper and lower steering column covers by unscrewing or unclipping them. Step2 Remove the steering wheel by lifting off the center cover, disconnecting the horn wire and removing the retaining nut and washer. Make a mark on the steering wheel spline and the wheel itself so you can line it back up precisely. Pull the steering wheel straight back to remove from the shaft. Step3 Take off windshield wiper and turn signal switches by pulling them off as you did the steering wheel and disconnect the wiring. Slide the spacer sleeve off of the steering column. Step4 Unscrew the ignition switch mounting screws. Pull out the ignition switch. Disconnect the wiring connector from back of the ignition switch. Simply loosen the tabs and pull it out. Step5 Insert your key into the ignition. Turn the ignition switch to the locked position. Depress the retaining pin with a small screwdriver and turn the key to the Off position to free the cylinder. Once it is free, turn the key to lock position and remove the key and key cylinder. Step6 Install your old key cylinder into the new ignition switch assembly. Make sure the contacts in the cylinder and assembly line up. Reattach wiring to ignition switch, slide it into place, screw in mounting screws and reassemble steering wheel and switches.

I hope you have this thing fixed but if not you can try this.
First I need to assume the "lock cylinder" will turn with the correct key installed.?
You must turn the lock cyl to the run position. I suggest disconnecting the battery first.
I pull the radio out to gain access to the ign. switch.
If you have a small mirror it will really help to find a small square hole in the top of the "plastic" part, "the ign. switch".
If replacing only the lock cylinder you will NOT need to take the 2 screws out holding the plastic piece to the dash.
You will need a tool of sorts so once to locate the small hole on the top of the ign switch and also have the lock cyl rotated to the run position, you press the tool into the small hole.
Tool--can be about the size of a medium screw driver--but the end will have a bend, a right angle bend and the bent piece approx. 3/8" in length.
You will be pressing down on a button help there by a weak spring, look on the new lock cylinder.
As you press down or inward pullout on the lock cyl.
It's that easy.
After installing the new lock cylinder, if that is what your are doing, you might not be able to start the car.
Most chevys have a chip built into the lock cyl. with a sort of password--if the car doesn't see the right password it wont start.

If the Lock cylinder does not turn, then the fix has another & different approach but you can do it.
