Why would it matter if the fuse box was grounded or not ?

Unscrew the bolts off the box and screw back on and see if its ground

Interior fuse panel
Fuse no. 41 (20 amp) for the front lighter and power point
Fuse no 39 (20 amp) for the console and early production expeditions

There should be two. One is under the hood on the back driver side ant the other is behind the foot kick panel on the front passenger side in the vehicle. It is a tough pull but it is snapped in location....not bolted.

not sure here but i suspect the steering column stalk control switch as the main possible cause of the fault

check all of your grounds this can huge issues. also check all of your connections make sure that they are all snapped in good. all check all fuses. grounds and lose or overlooked connections are the most common problems.

Where is the distribution box for a 03 ford expedition. I know where the fuse panel is. Is there a distribution box??

The Central Junction box is under the dash on the right side.

There is also Auxiliary Relay Box 1, 2 & 3, small with a bout 4 circuits each, but it doesn't say where they are.
