Engine won't stop running

check oil and coolant levels . Run the fault codes to check what put the engine light on.

is the check engine light on? if so you need to get it scaned, if it a recient engine install there might be a wire loose, maybe a ground

The flywheel and clutch are used to disconnect the engine from the gearbox to help change gear more easily. It is also where the starter motor connects when you start the engine.
If one or the other is worn or damaged you will find it harder to start the car, change gear and work the clutch.
$500 is about where the price will be at most garages.

Just water getting on your belts . Normal.

I assume the car is a petrol! to stop a petrol engine the ignition needs to be shut down! if there is over run happening there are a few reasons for this. There is a problem with ignition mudule! spark plugs coked up! or the cylinders are coked.
If the car is a Diesel model then the reason for this happening is the shut off valve on the fuel pump is at fault.
