Either wiper arms linkage pivots binding need lubricating or wiper arm linkage damaged need replacing

Hi before trying the relay make sure you have a good live and earth to the horns if you have and they don`t work it is the horns unlikely to be relay check the fuses and then the horn switch first if your still stuck i need to know year and engine size .

WIPER BLADES MORE LIKELY FROZEN STUCK. OR HAVE A LOT OF SNOW ON THEM. YOU HAVE TO CAREFULLY REMOVE SNOW OR ICE TO FREE WIPER BLADES THEN THEY WILL WORK AGAIN.

The motor is going bad or the gear is getting wore you can visually check the connection to the wipers from under the hood by applying alil pressure to the wiper blades see if the motor keeps pushing or stops but depends on the year of the car it is typical for the motor and or relay to be bad
