The original horn unit in that year Chevy Nova died in mine after about 12 years. It was pretty wimpy to start with. Replace it with a louder disc type. The base model is actually wired for dual horns, but only 1 was installed.
Unplug the wire to the horn and make sure you have the horn grounded really good. Take a hot wire and run it from the battery to the horn. touch the hot wire to the end of the horn and see if it works. If it does not work then you need to replace the horn. If the horn works then take a test light and hook it up to the horn wire and have someone push the horn down. you should have a hot wire. If you don't them check the horn fuse. Let me know if this works.
Toyoa made the car and they send power to the horn with the key and the horn button sends tehm the ground.if you have power withe the key on repair the horn button circut, probobly a reley,if no power check the fuses and wireing

from my 1985/1986 official shop manual:
figure 6A1-39 valve stem and guide clearance
max intake clearance 0.08 mm (0.0031 in)
max exhaust clearance 0.10 mm (0.0039 in)
pg 6A1-17 If clearance is greater than the values given in 6A1-39, then replace the valve and guide
pg 6A1-17
standard overall length
intake 106.88 mm (4.2079 in)
exhaust 106/78 mm (4.2039 in)
do not grind more than 0.5 mm (0.020 in)
either horn button in steering wheel is broke horn is bad or horn relay is shot, but check the simplest first see if the wire came off the horn or the wire may have broke off.
It would be a pain to replace the belt on this engine yourself. It's behind the timing belt cover which is blocked by a few other components that need to be removed. Think about replacing the water pump if you haven't done this already, since you're down in that area.
For the stock motor it is 39-43 in.gap.Hope this helps.Good luck.If you have a different motor you need to let me know what motor and the year of that motor.
Your problem is most likely a defective clockspring assembly. This is also called "spiral cable assembly" it is located just under the steering wheel on the steering column and makes the connection between the main wiring harness and the circuits for the air bag and the horn. I cannot give you wire colors because your question did not mention year, make, model, engine size or whether the vehicle is equipped with cruise control or not. (cruise control makes a difference in the clockspring assembly used on your car.)
Anyway, the air bag and steering wheel has to be removed to fix it.
I believe it has power all the time and when the horn is pushed it grounds out and sounds the horn. Check for power then for it grounding abilitys, I have had rust in side that was not alowing it to make a good ground.
