What engine? Only the 1MZ V6 has this relay. On the 4-cyl, the fuel pump runs off the circuit opening relay, which is in relay block 6, behind the instrument cluster.

theres only a few spots that fuse panels are mounted common mounts are glove box behind pull cover ,drivers side below steering wheel theres a dummy plate you may have to unscrew ,drivers side open door on side of dash board,or under hood drivers side up near firewall area usually says fuses on cover

May be labeled (acc)essories, or power ... ? That's one good reason for spending $5-$10 on a good 12volt test light. Then you simply touch light on tabs of fuses & you know. Especially when fuse panels aren't always what they say they are.

I would definately check the fuel pump relay, should be located in power distribution box in your vehicle, you may be able to switch it out with a relay of the same type to see if it turns on the fuel pump, but you may need a new fuel pump if this doesn't fix it. Hope this helps.

The fuel pump is controlled by the EFI fuse. If your car can go thru the RPM band in park or neutral, you do not have a fuel-related problem. What you may have is a transmission problem, or, the brakes may be seized. Does the vehicle "roll easily" if you push it? If not, a brake inspection is needed.
