Your best bet is to check on eBay for an adapter - the Asians make all sorts of stuff for cars now & i'm sure there is an adapter out there suited for your purposes. P.S. It may sound silly but are you sure you are using the actual cigarette lighter socket & Not a power outlet socket that many cars are now fitted with as standard?, my phone charger fits the cigarette socket but not the power outlet?, you never know?
Not a Peugeot expert, but its possible the charger is not going in far enough to touch the center of the lighter receptacle. Does the lighter work with the lighter element ? Sometimes debris collects in the bottom of the receptacle and blocks the contacts.
on 1987 all you mentioned are on same fuse #11 located in fuse box below steering wheel 3rd row 3rd fuse from left next to either a blank space if you do not have power windows,or next to silver circuit breaker if you do have power windows.
I always use a test light and check them all. Usly faster then looking up which fuse it is. Here is a diagram of fuse block anyhow. CIG stands for cigarette lighter.
Check ALL the fuses. pull them out an dlook. Also repace the one that is power for the dash/rradio/etc... even if it looks good.
If that doe snot fix it then pull the lighter out and test the wire going to it for power. If it has power then you might have a bad plug/ground. Replace outlet if so.
