Car turns and trys to start but doesn't seem to get gas or spark. I can hear fuel filter pump come on when you turn key! so what can it be?
Shoot some starting fluid in the air intake and try to start again. If it starts you have a fuel problem. If still no start could be an ignition problem.
Just had same problem. I put in new plugs and wires. A new coil pack. A garage put in a use computer and cam sensor. My wires for the cam sensor were all fired. Car worked fine for a few weeks. Then it would start,run and stall. Then it wouldn't start up again until it cooled down. Didn't do this all the time. So tonight I just put in a new crank sensor. I haven't gone anywhere yet to see if it was corrected yet. But I hope this helps a little bit.
The 98 and 99 neons don't have a fuel filter, they have a fuel screen that is right in line with the fuel pump. If your car is not starting and blowing fuses for the fuel pump, you will need a new fuel pump.

Had the same problem. Replaced spark plugs and wires. New coil pack. Went to a shop and they put in a used computer and cam sensor. The cam was cracked and the wires were fired. Got the car back a few weeks later would start,run, and then stall. Then it wouldn't start until it cooled down. It didn't happen all the time though. I just replace the crank sensor today. I hope that solves my problem and helps with yours.
