I have realized today after a car behind gave me the royal salute for not signaling as i was turning i have No signal lights at all ,front or back.The emergency flasher is not working either so it makes it real hard to go anywhere. I have checked all of the fuses under the hood,all seem good.Not sure where the master flasher if there is such a thing is located.Thank you in advance for any help you can offer.

If the passenger side is blinking when you put the signal on, the flasher isn't the problem, as both sides would not operate if the flasher is defective. Did u check the rear bulb? Check the contacts of both the front and rear drivers side, along w/ the bulbs. Clean the contacts w/ fine sandpaper, and coat w/ dielectric grease (available at any parts store), this is specially formulated for elec. systems and will prevent corrosion, which is most likely your problem. I found it today.
It's way up under the dash to the right (looking from below) of the steering column. Mine was hidden by a bundle of wires. It is attached to the bottom a white part. (Maybe the fusebox.} You have to push hard towards the rear of the car and it will slide off.. I disconnected it from the socket first, it is held on by a clip.
'94 Concorde, same thing only different.

The flasher relay is under the driver side dash down near the pedals. If you lie on your back and slide under there you'll see it right away.

Sounds as if the hazard flasher is going out. The only problem is that I don't know where it is located. Since yu said that sometimes it works, try it and see if you can find out where the clicking noise is coing from. It should be from somewhere near the steering column. Replace it.
