The easist thing to do would be to access the washer pump. It will be mounted on the washer bottle. you will likely have to remove the inner fender/splash shield to gain access. once unplugged use a volt meter to check for power and ground at the connector. have a helper turn the washer on. if you see power than the washer pump is the most likely problem. If memory serves correctly this pump will have two hoses attached to it. The pump rotates in opposite directions depending on whether you want washer fluid on the front or rear window. It does this via the front IPM (integrated power module) which reverses polarity on the two pins to spin the pump in one direction or the other.

If you have check every thing else, then it is the Windshield Washer Pump that you have to check. The washer pump is located through the front passenger side wheel well. The last time I change it the price was about $12.00 for the pump.
Take it apart and test the connection, to make sure there is power to the Pump. If there e is no power the there is an electrical problem else where.
Track it down and try fix it and try again.
If there is power and the pump do not work then go head and change it.

This Seems Indicative Of a Poor Connection AT The CLUSTER Or A Junction Connecter Close to the Cluster. This is Assuming you Have Ruled OUT ALL ABS COMPONENTS, LOOK at These VERY CLOSLY Because of the Small Volts These Wires Carry , the SMALLEST DEFECT WILL Cause this Type of Symptom that you have given. Please try all of the Above, I feel Confedint that athis is where your Problem Is.

it could a blockage at the spayer outside .take a safety pin and poke in the small hole outside.
to check the button remove,it from the dash take a
12volt tester check to make sure you have poweon one side
