Yes, get a heavy duty flasher to replace the original. The same thing happens if you hook up a trailer w/ lights to a car, the original flasher can't handle the extra load.
What year is your charger?
I was not able to find the location using my usual sources of info. Your owners manual may show the location. Many times its on or next to the fuse block, or mounted on the steering column. You should actually be able to find it by listening to it as operates. When you go to purchase the new flasher, the store should be able to look up it's location for you.
LEDs take less power not more they sell a resistor pack that puts more load on the flasher. That is why they tell you if one side of the car flashes faster than the other it means the faster side has a bulb burned out
