if the washer pump is working for the rear then you will have to remove the rear door interior panel and check the hose for a blockage and check and clean out the spray nozzle for the rear window. sometimes they get plugged and need cleaning.
most police cars either did not come with the wiring in the rear doors, or was removed during conversion. they are typically a wiring nightmare, and everyone of them is different. you just have to dive right into it and try to find where the wiring modifications were performed. good luck!
It may be that it is not on the track properly or your power window motor is old and tierd and can take the window down but it doesn't have the juice in it any more to bring it back up. replace the motor and it will work. This problem happened to me in my '76 ford ltd and a new motor fixed it.
make sure the back window is all the way up then try the wiper, if it still does not work then it is a sensor for the rear window (about $30.00) if you installed it yourself
Without proper electrical diagnostic equipment and based on the very through description that you gave I would suggest getting a new switch. I say a new switch because on the drivers side the switch is one giant junction block. I have the same vehicle and had my door panel off for some locking issues.
