Sounds like the horn button on the steering wheel has gone to ground. Look at the harness running up the steering column to see if any wires look pinched or cut.

SOURCE: Headlights are not working

You seem to have a stuck H/lmp relay, Taking out the circuit breaker only disabled part of the electrics,
If you examine the fusebox / Relay housing s (there may be more than one . You should be able to identify suspect relay (it will be warm to touch) . You may need to examine the Running lights / Dimmer H/lamp circuit if it had one. Putting an Amp meter across ( in line not parallel ) the not running vehicle will indicate drain from battery . There might be a slight arc upon connection but it will level out to near zero drain.

Battery barely starting car, engine only rev to 2500 rpm

Loose or corroded battery cables, Loose fan belt not turning alternator fast enough, Bad alternator, check the battery with a Voltmeter, voltage with engine stopped. should be slightly over 12V Start engine and check again.. shoiuld be over 14V. this is if the alternator is putting out a charge. Chech the output at the alternator. the BATT connection. usually a larger red wire. should be 14V+ with engine running. Since the A/C works fine with the engine running.. I would have the battery checked.. sounds like bad battery.

1998 Lumina lights don't work at night! The lights work during the day but not at night. Does anyone know how to fix it?

Theres a sensor in the middle of the dash by the front windshield that detects sunlight and triggers the automatic headlights. The main headlights and daytime running lights might be on a different circuit, in which case they daytime running lamps would turn off at night and the main headlights would turn on, indicating the main headlights arent working and the daytime running lamps are working as intended.

I would check all the fuses related to headlights, check the bulbs and check the switch, then last the light sensor on the dash.
