Try fastening other seat belt even with no-one in it, and see what happens, or have you tried that already?

There is a problem with the buckle sensor, it a really just a ground, circuit, try cleaning the buckle and belt end with spray brake clean, do not get it on the fabric of belt or seat covers.
On my 2016 Ford Escape the rear passenger seat folded down and would not hold back up the problem was that the seat belt buckle pivoted down below the level of the seat when I try to raise the back of the sheet the seat belt buckle would prevent it it ended up crushing the plastic on the seat belt buckle preventing it from working the hold the seat belt I was able to repair the seat belt buckle with a screwdriver regular Style and a cigarette lighter the soft in the plastic back up so it would stay in position

If you replace the restraint control module, I don't know if that will fix it? You can see your instrument cluster is also involved.

Not likely any reset button. If both seats have stopped working it must be some power problem I would think. There is a control unit under the seats but I think there are two, one for driver and one for passenger. Change the fuse anyway, make sure you have the right one.
go to 2003 ford explorer owners manual and download it for free from ford then go to roadside emergencies and you will find the fuse box and power distribution box diagram for all fuses
It is a very plain code it has something to do withthe drivers side seat belt buckle. Either out of range short to power or ground etc. Need a more specfic code to pnpoint exact problem but I can tell ya it is in your drivers seat belt connection somewhere
No you can not turn it off. Any vehicle that has a rear seat will not have the option to turn off the passenger air bag. I guess the reasoning here is you can sit in the rear seat instead of front if you do not want to be exposed to the air bag.
Most likely an open circuit in one of the elements in the seat cushion or seat back.
You can check them with an ohm meter. The plugs will be under the seat near the inside seat hindge. The cushion will come in on the YE/LB wire and leave on the GY/LB,then this wire will feed the seat back element and come back to the module on the VT/LB wire. If you have an open circuit in either one then neither will work since one feeds the other. You can get the element seperate but the seat cover or back will have to be removed to replace.
It is usually the seat cushion element that goes bad.
