I don't know about turning the alarm system off completely, but if you are trying to get it to stop chirping the horn and flashing the lights when locking/unlocking the doors, I found the following in the Ram 3500 Owner's Manual:
To lock the doors: Press and release the LOCK button on the transmitter to lock all doors. If the ignition is OFF, when the doors are locked, the parking lights will flash on once and the horn will chirp once.
The horn chirp feature will be shipped from the assembly plants activated. If desired this feature can be disabled by using the following procedure:
1. Perform this operation while standing outside the vehicle.
2. Press and hold the LOCK button on a programmed (i.e. functional) key fob.
3. Continue to hold the LOCK button, wait at least 4 seconds, but no longer than 10 seconds, then press and hold the PANIC button. Release both buttons at the same time.
4. To reactivate this feature, repeat the above steps.

2. Press and hold the UNLOCK button on a programmed (i.e. functional) key fob.
3. Continue to hold the UNLOCK button, wait at least 4 seconds, but no longer than 10 seconds, then press and hold the LOCK button. Release both buttons at the same time.

Go to the cobra site, trouble shooting. Never have put an alarm in. But have tore out hundreds of them. Anytime I get a No start or problems like yours. I look under the dash for after market alarms and remote starts. I would tell you up front, That system has to go. 99.5% of the time, when I take them out and fix the wiring. The cars starts and has no problems. The best alarm systems last 5 to 7 years. Cheap ones, your lucky to get a year out of them. Like I said, when I see them, they have to go before I do anything else.
If you have a factory installed alarm the original factory key can activate the alarm by pressing the lock button twice(rapidly). The lock symbol is generally a symbol of a "locked" lock. If there is no buttons on the car key or it is an aftermarket alarm, a key fab (a little alarm remote control with 2-4 buttons the size of a keychain) is needed to activate/deactivate the alarm.
Your Immobiliser has activated the alarm, you must deactivate the immobiliser to deactivate the alarm. go into the car (even if siren is wailing and your neighbours are nosy) close the door and put key in the ignition, turn key to ACC position. Hold down unlock button till you see indicators flash once. Remove keys and get out of the vehicle. Try unlocking and locking. This should be reset.
The flashing light does not mean you have an alarm. They were not standard in the 3-series.
You can get one installed or if you want the dealer can program the lights to flash when locking and unlocking doors even with out alarm. This is called "acknowledgement without DWA"
Is your perhaps alarm in "valet mode"? I've got a Checkmate on my Honda, and I can turn valet mode on/off by putting the key to Accessory, then pushing the black button under the left of the steering wheel. The alarm chirps when you switch the mode.
