What does the rear turn signal do? If one of the signal lights are not working, the other will blink faster. With the headlights off the turn signal bulbs ground through the light holder. With the headlights on the running lights are using the same ground circuit. Make sure all bulbs are good with a good ground.
Check you running light bulb.. some of those have two elements in them and one side could be blow inside the single bulb. The blinking is how the car tells you that you have a bad bulb, or maybe a short. Mostly likely it just a bulb.
This indicates a bad bulb. Just walk around the outside of the vehicle while it's in the turn signal flash mode and observe which bulb is not flashing-replace bulb.
when a blinker either speeds up or slows down from its normal pattern it usually means that one of the bulbs have burned out, changing the load on the capacitor that makes it blink. check all your blinkers outside the vehicle including sidemarkers if they blink too
This sounds like a bad flasher unit. Simply by replacing this unit should fix this problem. Usually they are located on the top of the steering wheel beneath the trim. You have to disassemble the trim around the steering column.
