Replacing the AC blower motor resistor in most cases cures this problem. The blower motor resistor is located next to the blower motor and the connector is on the outside of the air ducting.

No air coming from air conditioning vents
Check the air conditioner fuse and replace as necessary.
Air conditioner system discharged.
Have the system evacuated, charged and leak tested by an MVAC
certified technician, utilizing approved recovery/recycling equipment.

This is a common problem on all Astro/Safari vans. The problem is a leak in the vaccum lines that control the vaccum switch responsible for changing air direction from the defrosters, dash vents, floor vents..etc. Many of the problems that plaque the Astro/Sarfari vans and many other "Mini-Vans" is the build up of excess heat in the engine compartment. It\'s a tight place to put a V6-4.3 Vortec engine and the heat generated bounces back and cooks everything on the engine (coils, modules, sensors, wiring, and of course plastic vaccum hoses). No need to mess with your switches or anything behind the dash -- replace those thin plastic vaccum hoses to operate the vaccum switch (located just below the A/C canisters, to the right of the heater/ac blower housing) and your dash switches will magically send heated or cooled air where you want it.
The most common problem that causes the fan not to work is the blowermotor resistor, this means no air blows inside the truck, then check the fuses and resistor, this resistor is located near the blower motor, this is located under the hood at firewall on the pass/side.
Check the wire connections at the blower motor and fan resistor, they are located under dash on passenger side. They sometimes have corrosion that burns the plastic connector. The resistor is responsible for all fan speeds below high. Hope this helps, let me know.
If only some of the fan speeds work this is always the blower motor resistor located in the hvac case inside the right front of the vehicle where your passenger feet would be.the blower motor resistor is available at most larger parts places.I replace 2 or 3 of these a week. Good luck
Sorry for the delayed response. For future reference, the blower motor resistor in an 04' Honda Accord is located under the glove box and a little to the left if you are facing it (the glove box). You just need to pull out the plastic panel (yes, you can just pull it out by hand, no tools needed for that). It should be right on the fire wall with a plug going into it. If you reach in there and pull the plug (it has a little notch so it clips into the resistor more securely; make sure you push the clip in) it should have 4 flat prongs on it that go into the resistor. The resistor itself will have 2 phillips head screws that are holding it into the fire wall. Unscrew them and you have the resistor. If you can unscrew both screws before unplugging, it will be easier to see how it unplugs. I know this sounds complicated but once you get in there you will notice it's fairly easy to change out.
