1999 Chevy Prizm Mechanic says I need to change the fuel pressure regulator. Leak is at the fuel rail. Is the pressure regulator located at the fuel tank on the 1999? Would that cause a leak at the fuel rail?

probably not fuel filter . probably going to have to remove the upper intake and replace the fuel injector spider(fuel inj assebly) if it is droping fuel pressure it is leaking into the upper manifold

use the pressure test port on the top of the engine, it is on the fuel rail that supplies fuel to the injectors, looks like a tire valve, will have a plastic cap on it.

the fuel pressure regulator is on the fuel injector rail. it is where the fuel line for input connects to

You may have an overloaded carbon cannister, the carbon cannister stores fuel vapors and is part of the evaporative emission control system, I will be willing to bet if you change it the smell will stop.
