There are many fuses. You are chasing the wrong problem. Look in your owners manual and make sure you have the right light!

The mazda rx8 is hard starting and not idling properly. How do u set the timing for the rotas. Do u have a diagram

there are no timing on the rotors for a wankel engine. The timing is controlled by a computer for the RX-8. The sensors & distributors can be adjusted on the RX7's & other Mazdas but I know that there were major engine changes to the RX-8 so I can't tell you for sure. I use to have an RX-7 and worked on it all the time.

Stearing gone stiff

It's understood that the 2004 RX-8 came standard with Electric power steering.
There's a computer module for the electric steering assist too, which sounds like it has it's own diagnostic port.
On your own, I'd suggest looking for blown fuses.. beyond that it appears that any diagnosing and fixing is up to your local/preferred stealership.

Tail light fuse keeps blowing on mazda rx 8

you may have a short in one of your tail lights unplug one and see if the fuse blows if so plug in light and unplug second light and see if fuse blows in not start your search at the plug for that light. you may find the light it self may be faulty

2004 Mazda Rx-8 When I was fixing the cable

Make sure to check all fuses under the hood and inside the car. If there was a short then a fuse, fuses or fusible links is shot. Check the big fuses or circuit breakers. Remove them, one at a time and check for continuity with an ohmeter; you can also touch one side to the positve battery pole and test the other side for power with the test light connected to ground. Let me know what you come up with.
