What could be wrong

Non working blower is usually a bad resistor. Mounted close to the blower.

Suzuki x4 2009 fan does not spin but when I turn air on it blows cold air.

Not sure which fan you mean. Engine cooling fan is different from heat/air blower fan.

The fuse keeps blowing on my blower motor

check blower in glove box, there should bee a cabin air cleaner that can be taken out and see motor. if from year 02 and up. see if you can spin motor by hand, if not replace motor. if fan switch doesn't work on all speeds could be blower motor resistor needs to be replace, this could why motor heating up an blowing fuse.

What is the difference between evaporator core vs. heater core

Very good question. A heater core takes heated water directly from the engine and forces it through a matrix of flat metal plates (like on a motorbike cylinder head), a fan is turned on to force cold air through the hot matrix, blowing hot air into the car cabin.
An evaporator doesn't. It compresses a chemical gas (separate to the engine cooling system) in a circuit of pipes which then evaporate in a different pressured chamber, the rapid depressurisation causes the chemical to super cool so when the same fan is switched on it draws super cooled air from the evaporator/condenser circuit.
The result is ice cool air blown about the cabin.
Simple experiment : Buy a can of Butane Gas, squeeze the nipple to release the gas quickly (stay away from flames !!!) after a few seconds the can will super cool, the water droplets stuck to the can side are a result of extreme temp drops, the can will freeze on the outside ! You now know how air conditioning works ! Give yourself a star. Now make us a perpetual motor.

Learning is fun. Good Luck Friend Red.

Why is the blower not blow strong air out i put new moter in but it still does not blow good

do all of the fan speeds work? if not you need to replace the blower motor resister. If all of the fan speeds work then you need to clean or replace your in cabin air filter. When this filter gets clogged you get very little air flow from your vents. Instructions for your cabin air filter service are in your owner's manual

Air and heat not blowing air through vents

Either Your fan switch is burned out or you blower motor is no good, your blower motor is on the passenger side under the dash. Before you replace any parts you need to check your fuses and relays under your hood and in the car. Usually if your fan switch goes bad you will still get some air blowing thru the vents, so my guess would be blower motor, If its not a blown fuse or relay.
