You can access the fuel pump one of 2 ways. dropping the tank, or if your lucky, you may be able to get to it from the trunk, or under the back seat. You are looking for a round plastic access panel under the carpeting in the trunk or the seat.

How do I change a fuel pump on a 1999 buick regal

The fuel pump is in the gas tank. more than likely you have to drop the tank to remove/replace the pump. I would contact you local dealers service dept. as some of those cars had an access panel under the back seat to access the pump without having to remove the tank.

If you have an access panel, it should be an hour or less job with common hand tools.

Where is the fuel filter located on a 1999 Buick Regal

Open the trunk. Pull the bottom liner free from the trunk by hand, then remove it fully from the vehicle.Remove seven nuts holding down the fuel pump access cover, using a wrench. Lift the cover up and off the cover studs.

Remove the fuel pump retainer with a pair of inside snap-ring pliers. Carefully lift the pump assembly out of the tank. Use caution when handling the pump assembly, as the float and float arm are delicate and can be easily damaged.

Carefully pry the fuel filter off the pump intake nipple, using a flat screwdriver.
Reverse the disassembly steps to reassemble the fuel filter on your Regal.
