the boots are just stuck. you can try using pliers and twist while pulling hard. you can try poking a hole in the boot to relieve the suction created when pulling. poke the hole in the side of the boot at the midway point. CAUTION this procedure could cause the spark to jump to ground if replacing with the same wires. or you can just yank them off and not be concerned about tearing them apart and get new ones. you might be due for new ones anyway. put some silcone dielectric conpound in the boot before you replace it to ease removal the next time.
