The waterpump on a rocam engine has a plastic impeller. This can sometimes come loose from the metal shaft and not pump. The thermostats are also finicky.
Check that you fitted the thermostat in correctly ( body of the unit to face the water in the engine/head and not the hose. Have a flow test done on the radiator as dry radiators block cores quickly. Water pumps always work unless they leak out the drain hole under the housing. I suspect that if you have used new head gaskets in the rebuild that there are water holes between the head and block that are being covered by the gasket. A common fault in the use of after market gaskets as not all holes are punched to fit the range it claims to fit
Did you recon the rad it may be corroded all ways replace rad when you recon an engine but a handy way to see if the pump is working is to see if the water is returning into the header tank

No water pump issues I am aware off, are you sure you bled the air out of the cooling system? If not fill the overflow bottle all the way full, then use a floor jack and raise the front of the car as high as you can ( this allows air to go to top of radiator tank), then run the engine at high idle speed until the cooling fan ( I assume the fan works OK?) comes on, but avoid letting the engine get into the overheat area of the guage, if it does turn it off, run water over the radiator until it cools, check the tank and radiator, top off if you need to and repeat above procedure, if this doesn't work you have some other problem like no or little flow in radiator.
Is the engine itself hot? or the car? If the engine is warm, check the engine coolant, and see if their are any holes or leaks..

yes. the impellor on these engines have a tendency to come off the water pump.First you can see if the pump is working by removing a heater hose then have someone to start the engine. if the water sprays a good, solid stream out then the water pump is good. if the water just barely comes out or not at all then the pump is weak or "bad".
