This is most likely the ac belt either bad or loose on the pulleys. This could also be the blower motor which would cause you to lose all AC if it goes completely out.

When you turn the AC on, the fan should come on automatically on a hot day to make sure the engine will not overheat. Loud is a relative term - it will normally sound fairly loud and will just sound like a fan. If bearings are worn in the fan motor, you should also hear a high pitched whine and the fan will need replacing.

Ac makes whining noise on a 2004 Pontiac grand prix

Is the whining noise coming from the engine compartment where the compressor is located or is the noise coming from inside the car? If the noise if coming from inside the car it could be your blower. When a blower wears down the bushing is the first thing to wear down and it begins to have play. That makes the blower/fan vibrate making a loud whining noise. Replacing the blower could solve that whining noise.
If the noise if coming from the AC compressor, it also could be a bad bearing within the compressor.

2004 Pacifica whining noise

your belt is not tightened. you should go back to the garage and ask them to do so.
A simple test you should do is spray some water (just few drops) on the belt when the sound is coming from, if it stops then that's definitely the solution, otherwise it could be a pulley that needs to be changed.

Engine suddenly quits with no warning

Without knowing where the sound is coming from, theres no way to know if it is important.
Is it possible the noise is the ac clutch, and the ac compressor is locking up and killing the engine ?

You may be having AC problems but that is not what happened when the Steering locked unless the AC is on the same belt as the Power steering unit. That whining you are hearing when you turn is actually the power steering unit being low on fluid or the power steering pump going out. Based on what you have described my guess is that the unit has gone out and needs to be replaced. As far as the AC compressor is concerned, if the unit is low on Freon it will not engage once it gets too low unless the clutch goes out. When you look at the center of the AC compressor when the engine is running and the AC is off you should see the pulley free spinning and the very center of the pulley won't be spinning, that is the clutch Dis-engaged. When you turn the AC on the Clutch should engage and allow the compressor to work. You will hear it kick in and kick out repeatedly if it is low on Freon. If it is too low it will never kick in because the low pressure switch won't allow it.

I have a loud whining noise coming from my ac compressor. i have a 98 cadillac deville and it makes the whining noise even if the ac is off. it makes that noise the whole time the car is running

The A/C compressor constantly turns because the pulley is connected into the serpentine system. The whining noise is pretty indicative of a low charge in the A/C system. I would start by having your A/C pressure checked and charged if needed.

The car should run okay without the compressor, you just won't have A/C. The cooling fans should still operate with the Engine Coolant Temperature sensor. It is also possible that you just need to charge the A/C system. A loud whining noise is indicative of low charge to the compressor.
