Hi: Have someone push down on the hood while you pull the release cable, while cable pulled have them lift up on the hood and it should release. Hood is probably released but stuck, latch out of adjustment or hood support rubbers ( located on rad support) are set to high causing latch to be to tight.
Can you reach the cable itself?,or is it broke at the hood latch?IF its not broken at the outside latch, try to follow the cable,un-hook it from the handle and pull on the wire cable to open it.IF its broken at the latch itself, you are going to have to reach the latch through the grille and try to pull the lever the cable connects to.That part is no fun at all..!!
SOURCE: broken hood release cable. Can't open hood
this is a hard one it depends on where it broke, can you cut the housing to get to cable core and pull with pleirs, if it snapped at latch then you will need to remove the grill or go from the bottom and try to hit the release the same wat the cable did, sometime if you grab the cable near the latch and pull hard it will open, good luck.

The cable broke off the handle inside the car. We tried to pull it with a plyers, but nothing happens. There is a click like it is popping the hood open, but it doesn't. We attempted to reach the latch through the grill, but it still won't pop opend
