The speed sensor is for Overdrive only, it does not shift the gears it sends the signal to the transmission control module that in turn signals the overdrive shift solenoid to engage/shift into OD.

this is most often due to an internal mechanical not electronic fault in the transmission

Typically these vans carry a 41TE transmission. emissionwiz is correct in saying that the sensors don't shift the gears. They provide input data into a control module which in turn supplies or cuts power to various shift solenoids on the front of the transmission. These solenoid bodies are notorious for causing difficult problems. In the shop environment, the test is to install a known good set and check for performance. The solenoid block is typically covered in a black foam insulation, it is below where the cooler lines plug in just to the right of the bellhousing (if standing at the front of the vehicle).

97 Dodge Caravan Sport Once it warms up it stays in second gear until i put it on nutural- shut vehicle off- and then restart it and it will shift fine. What could it be?

The transmission is going into failsafe mode, meaning the computer is seeing an electrical problem and turning off all solenoids locking it into on gear. Best bet is to get a scan tool and read the codes in the transmission module, common problems are the input and output speed sensors. If you are having problems with the speedometer, you probably need an output speed sensor. I've also had problems with pressure switch codes that have lead to replacing the valve body. If you have a speed sensor code i recommend replacing both the input and output speed sensors, they screw into the front side of the transmission.

Transmission wil not shift out of 1st gear and

you need to take this to dealer for repairs, there might be a short in the speed sensor wires that did that to your speedometer, the reason it won't shift is speed sensor, input sensor or output sensor on transmission.

Transmission problems

there are two speed sensors that determine when to shift. input and output speed sensor. there are black and gray and located on the front of the trans under the air filter elements. they are pretty cheap, and i would suggest a trans fluid change too.
