Your fuel filter is located along the frame in between the fuel lines leading from the actual tank. its external and is in line with the frame close to the fuel tank.
OK, i did some additional research on this particular model and it seems that this caravan has the pump and filter combined into the same housing. i will post a pic below this text. it seems that this design houses the filter along with the pump and pressure reg and sending unit as well. all in one unit. very unique.

It is located on the top of the fuel tank, u will have to drop the tank down to replace it.
I have done more research and this van does not have an inline filter, the in tank filter on the suction side of the fuele pump is all there is.and yes the 2003 does have a filter on top of the fuel tank.

Go to any Napa, Autozone,or web info for diagram, as for step by step, here goes. lift right side of van and remove tire and splash shield, drain antifreeze, you need a floor jack to move the front of engine up and down during the process, remove right mount, engine plate, belts, tensioner, pulleys, remove engine timing covers, and expose the timing belt, set the timing to marks as indicated by diagram, remove belt, and remove the pump, while your in there,good idea to cange cams and crank seals. and timing belt. ahh 2 conflicting answers, it says in the manuel that this model doesnt have one is this true. apparently the 2003 model is on top of the fuel tank
