Put a radiator cleaner .in your expansion bottle.run it for about 20 miles then drain and refill with 50/50 mix of anti freeze .leave off the cap the now .put your heater on full .that will bleed out the air.and clean both cores of dirt and rust.

Heater only works on high setting

I'm assuming you mean the fan(blower) only works on high? If this is the case you have a bad blower motor resistor. It's easy to change. It'll be on the lower right of the blower box. Kind of behind the glove box.
