Put a radiator cleaner .in your expansion bottle.run it for about 20 miles then drain and refill with 50/50 mix of anti freeze .leave off the cap the now .put your heater on full .that will bleed out the air.and clean both cores of dirt and rust.

Dennis, You have 2, open glove box, bend tabs on glove box and pull down to over open glove box, actuators are on ductwork both sides. link to video showing how.

Heater only works on high setting

I'm assuming you mean the fan(blower) only works on high? If this is the case you have a bad blower motor resistor. It's easy to change. It'll be on the lower right of the blower box. Kind of behind the glove box.
