Why is my 1998 grand caravan starts but idles rough in cold weather for a few minutes but is fine when weather gets warmer seems like the problem perssts in cold weather thanks for any soultions

You do have a filter and it's mounted right on top of the pump on outside of tank...it is also the pressure regulator. You really should put a pressure gauge on the fuel system and check it out though. you may find there is a problem elsewhere. Good and proper testing is the only way to get answers about problems especially now that systems are all electronically controlled.

You will need to make sure that the health of the car is good. Make sure that the fuel , fuel filter and the delivery is good.
Secondly check the spark intensity, check the plugs, the wires and trigger for the coils. make sure all electrical points are tight and clean so as the starter cranks without any lagging.
Finally check the plug gaps, the timing and fuel tuning.( hope the valve settings are good)

Mine did the same thing...at 42F degrees, run bad. After it warm up, it would be fine. This would only happen in the winter. It would throw a code saying it was lean in Bank 1 or 2.
The issue is a contraction of the intake gasket due to the cold weather, when it contracts, it leaks air. There is a new, improved gasket now from GM, or get a Felpro from major auto stores and it will work fine. I consistently had the problem every winter, and this has fixed the problem for the last 3-4 years.

Check your idle air control valve. Sounds as though it may be the problem. The other item could be the TPS, but I doubt it because it would idle poorly all the time even after warming up.

Probably a lean fuel issue . Engine coolant temperature sensor reading warmer than it actually is causing a too lean mixture , restricted injectors, restricted fuel filter , weak pump or bad regulator on return systems causing too low of fuel pressure , Mass Air Flow contamination .

check the condition of the key battery as it may be low in cold weather and not communicating properly with the immobiliser.. I suggest this because batteries generally fail more often in cold weather compared to warmer climates.

I have a 1999 Grand Caravan with start up problems

if you dont already I would highly recommend pluging it in a night if it has a block heater it helps to keep the block warmer and this will keep most moister from regular use from freezing in the electrical connections under the hood also try using a fuel anti freeze if there is the slightest bit of moister in the lines it will cause a rough start and it takes 35seconds of above idle running for the vehicles fuel injection programing to reset it self and run smoothly,also have the battery checked it could just have a weak moment until the alternator kicks in to recharge it from the start-up so I would recommend having the battery check cold so it hasn't had the boost from the alternator yet.hope this helps.

get a couple bottles of gas line antifreeze .. if you don't already use it and add it to the gas.

Inlet air temperature sensor, also known as throttle body temperature sensor, will do that. Don't go changing TPS, or IAC, as suggested in other post. If they work good in warm weather, they should do the same in cold. Air inlet sensor tells system how much fuel to deliver according to temperature, as engine needs more fuel the colder it is when starting.

cable is fine,can be the tps but try tapping on the idle air valve and see if the idle kicks up,it works like a choke and if its stuck its a big vac leak
