SOURCE: hi, have a `99 gmc
You need to use a scan tool to see if tranny computer is commanding tranny to fall or down shift from 4th to 3rd. You can use the scan tool to verify that the solenoids are shifting. You could have a bad shift solenoid, tcc solenoid or a bad Throttle Position Sensor. Also could be worn 3-4 clutches.

Have you changed the tranny fluid and filters and put in the correct fluid. The other thing that it could be the clutch bands are wearing out, shifting cylinoide are malfunctioning inside the transmition. this is only if it don,t shift or hesitates real bad between shifts. but If you have to use exesive throttle just to move and stay moving I would say the torqu converter is bad. thanks

either low transmission fluid or?? plugged catalydic converter- if no top end or stuggling at high speed is usually cat or maybe as simple as a dirty/plugged fuel filter
