I assume you mean the front or rear power accessory sockets. You will need to check two fuses. 1) Fuse no. 8 (7.5A) in the drivers under dash fuse/relay box. 2) Fuse no. 9 (15A) in the passenger's kick panel fuse/relay box. Both these fuses must be good for the accessory sockets to have power.
SOURCE: rear seat stuck in collapsed position
I'm not sure about every other one, but the 2001 Odyssey has a "switch" in the seat so that it can only move one way. If you don't get the seat fully collapsed, it won't let you pull it out. Mine got stuck because I had jumper cables in the "well" and so it wasn't getting all the way collapsed. I "fixed" it by kneeling on the back of the seat and sorta' jumping a little. There was a little click and then the seat released.

If the lever itself is broken remove it it will have a cable attached to it. unhook the lever from the cable and pull the inner cord of the cable with plyer's or simular. If the lever is'nt broken it may be stressed so follow the same process. As to removing check arround the lever for screws if no screws the lever pivets on a pin gently tap out the pin with a small punch and hammer if you havent got a suitable punch then file or cut the point of a small nail.
