You must lock the doors first using the KeyFob - then press and hold the remote start button for 3-5 seconds.
To disable the seatbelt chime, you must either wear your seatbelt, install an aftermarket radio (as the chime plays through the speakers), or find a used one in a junkyard - cut off the seatbelt and plug it in - Chevy does not have an override... however it will only do it 3 times in 15 minutes - then stop bothering you.

you should be able to however im not sure if it is associated with the on board system if all else fails reconnect it and maby change the batteries in the remote for a starting point

is wired into your van's battery. When you are making a repair to your
car such as a battery change out your alarm can go off. You can easily
disable the Windstar's car alarm by disconnecting the battery from the
alarm. The battery is connected to the Windstar battery's negative
terminal. Disconnecting the terminal from the battery will disable the
alarm.
