Check for ground at the pigtail. If you have power and ground, replace the bulbs.

I'd get a 12vdc test light if you don't have one already & start from plug, and keep probing back from there. It may be as simple as a bad connection under truck where joined into harness.

I have seen once before that the fuse box was bad on a 2003 Dodge 3500. I had power in and nothing out. We had to replace the box. Not cheap! Hope it is simple like a loose connection though. I think I had to pull the inner fender on the drivers side to access the bottom of the fuse box. Pain in the ****, but...

Right side headlamp and turn signal not working. Both plugs have approx 13v at the pigtails bulbs are new. not sure why they wont work when i have voltage to them anybody have a solution?

Probably the ground for that side. It should be close around the lights and wiring there. When you checked with voltmeter, your ground lead was the negative battery or a convenient ground close by? Check again using the ground wire terminal in the pigtail as the ground for meter. If ground is bad for that, the meter won't register.

Right headlight low beam does not work, high beam does. Left side headlight works fine

I had the same problem with my 2004 ram, passenger side low-beam wouldn't work after replacement. Online I saw many things from socket replacement to Fcm replacement. What worked was to remove fcm (front control module) and clean appropriate contacts with small nail file . Repair took less than 1 hour and cost 0$, wish I could give credit where I found info.
